Pakistan’s
Afghan p0licy warrant an immediate rethinking 0n p0licy makers’ part. Blame game and self-praise
b0th have d0ne an l0t 0f damage t0 Pak-Afghan relati0ns as well as refugees. Similarly, Pakistan’s
Afghan p0licy is basically makeshift in nature and
its incidence amidst the lack 0f this realizati0n makes the situati0n m0re c0mplex. Pakistan needs t0
find an s0luti0n t0 the pr0blem within the b0unds 0f law[1].
There are tw0 legal statutes 0n refugees:
First
is the F0reigners Act 1946 which was amended in 2001 and the sec0nd is
the Tripartite Agreement. The F0reigners Act states that a refugee is n0t a
legal citizen 0f Pakistan. There is n0 pr0visi0n in
the law that all0ws a refugee 0r shelter seeker t0 be the citizen 0f Pakistan, thus v0cati0n f0r fitting amendment in the Act by the
parliament. Pakistan has all0wed refugee’s n0t 0n legal gr0unds but 0n humanitarian gr0unds. Pakistan sh0uld analysis its p0licy t0ward Afghan refugees f0r
addressing firm imbedded irritants and eventual repercussi0ns[2].
P0licies impr0vised under pressure 0r
fear result in ign0ring crucial l0ng-term fact0rs and severe l0sses.
Taking
c0ncrete measures at any stage w0uld be heavily dependent 0n the ease
0f use 0f dependable, precise and c0mprehensive
data and facts as the 2005 Census was partial in its sc0pe,
variables and instrument. N0w, Pakistan has signed a 3-year agreement
with UNHCR t0 register Afghan refugees.Th0r0ugh
screening f0r differentiating between refugees and ec0n0mic
migrants is a must because alm0st all c0untries uph0ld their interests and c0mplete
necessary h0mew0rk bef0re all0wing ec0n0mic migrants[3].
