Finally the 1973 Pakistani C0nstituti0n grant the same pr0tecti0ns beside chance catch and detenti0n t0 all pers0ns in Pakistan. This d0es n0t mean that Afghan refugees d0 n0t enc0unter pr0blems in exercise their rights. The US State Department n0tes, in particular, that refugees d0 n0t always have access t0 c0urts, are stressed by the intelligence agencies, 0r are asked by p0lice t0 pay bribes. Many parts 0f Pakistan is insecure, and Quetta is a danger0us place f0r Shiite Hazara refugees as it has bec0me an h0tbed 0f m0ti0n f0r the Afghan Taliban wh0 are 0verw helmingly Sunni Muslims, and largely Pashtun. It remains t0 be seen, h0wever, t0 what reach the fate 0f m0st Afghan refugees is, in this regard, much different fr0m the fate 0f 0rdinary Pakistani citizens. Vi0lati0ns 0f legality are largely due t0 the nature 0f a regime which, in this case, is b0th dysfuncti0nal and auth0ritarian, th0ugh it 0perates behind a dem0cratic fascia[1].
